they emailed me this QSL card, so I knew to listen. Sadly I missed the broadcast last night. I was able to hear it on the internet, confirming that there's really no reason for anyone to listen to shortwave radio, unless the power's out.

Wait. This is a radio broadcast of people reporting if they heard the broadcast? A recursive radio broadcast? Woah, next level!
that's precisely right. DX report talks about broadcasts that they picked up, and perhaps a little history of the station, and mailbag is a list of the mails that they got in the last two weeks reporting that they received the transmission. Maybe to give DX'ers a thrill. Worked for me. I felt there was a good chance they'd read my name on the air, since they only read 4 people's reports when I heard it, too.
Shortwave used to be the world's stronghold of propaganda and paranoia. Keep the faith.
